This sequence, a locked account, manufactured urgency to buy a product that supposedly restores access, an escalating series of paid tiers, and a referral program rewarding recruitment, matches the standard shape of a withdrawal-fee exit scheme rather than a routine wallet or exchange operation. A real service outage does not normally require affected users to pay a per-day withdrawal fee to regain access to their own funds, and a wallet upgrade does not typically coincide with a new paid product for the privilege of withdrawing.
